Dit tweede deel gaat in op de rol van het Centraal Laboratorium voor Voorwerpen van Kunst en Wetenschap (CL) bij de Stichting Behoud Moderne Kunst (SBMK) en Moden Art: Who Cares? Dat was precies de tijd vlak voor en na de fusie met de Rijksdienst Beeldende Kunst en de Opleiding Restauratoren, opgaand in het Instituut Collectie Nederland (ICN), de latere Rijksdienst voor het Cultureel Erfgoed (RCE). Zij faciliteerden de werkplek van de SBMK aan de Gabriel Metsustraat in Amsterdam, en werden mede-aanvrager van de Europese subsidie voor het internationale symposium (1997) en gelijknamige publicatie Modern Art: Who Cares? (1999). In deze context wordt belicht dat het project een bijzondere positie innam bij de voormalige instituten, omdat iedereen er wel iets in kwijt kon als ‘speeltuin’ om met elkaar dingen uit te zoeken. Het draagvlak in Nederland was groot, en als voorbeelden worden de inzet van het Stedelijk Museum benoemd, en de parallele ontwikkeling van het opzetten van de specialisatie Moderne Kunst bij de Opleiding tot Restaurator van Schilderijen en Beschilderde Objecten aan de Stichting Restauratie Atelier Limburg (SRAL) in Maastricht, dat aanvankelijk ook had aangeboden om de SBMK te
