In de Wet Passend Onderwijs is vastgelegd dat regionale samenwerkingsverbanden ten minste eens in de vier jaar een Ondersteuningsplan (OP) vaststellen. Onderdeel van het OP is een beschrijving van de ‘basisondersteuningsvoorzieningen die op alle vestigingen van scholen in het samenwerkingsverband aanwezig zijn’ (Wet Passend Onderwijs, Art. 18a, lid 8 sub a). Deze basisondersteuningsvoorzieningen kunnen verschillen per samenwerkingsverband.</p><p>Dit onderzoek doet verslag van de eerste en de tweede fase van een onderzoek naar verschillen in de basisondersteuning en de effecten daarvan. Het doel van de wet is om leerlingen en studenten een zo passend mogelijke plek in het onderwijs te bieden. Deze stelselwijziging vraagt om een diepgaande samenwerking tussen diverse soorten onderwijs (scholen voor regulier onderwijs en voor speciaal onderwijs) en voor samenwerking tussen onderwijs, jeugdzorg en gemeenten.</p><p>Het NRO-onderzoeksprogramma Evaluatie Passend Onderwijs (2014-2020) heeft de invoering van Passend Onderwijs geëvalueerd (NRO projectnummer 405-15-750). De onderzoeken werden uitgevoerd door een consortium van onderzoeksinstellingen, onder leiding van het Kohnstamm Instituut. Deze website bevat alle onderzoeksrapporten, de tussenstand-rapportages en het publicatieoverzicht van het consortium die tot op heden zijn verschenen. Op 27 mei 2020 is dit programma officieel afgerond met de overhandiging van het eindrapport aan het ministerie van OCW.<br>Ten behoeve van secundair onderzoek wordt een groot aantal kwantitatieve onderzoeksbestanden beschikbaar gesteld via DANS. Dit betreft uitsluitend onderzoeken die tot de langetermijnevaluatie passend onderwijs behoren, uitgevoerd in de periode 2015-2020. Data die eerder zijn verzameld, in opdracht van de ECPO of als onderdeel van de kortetermijnevaluatie waarvan NRO ook de subsidiegever was, zijn niet meegenomen.
