Het onderzoek vervangt vanaf 2006 het WoningBehoefte Onderzoek (WBO) en de Kwalitatieve Woningregistratie (KWR). Sinds 1964 leverden deze onderzoeken de basisinformatie over wonen. Het WoON geeft inzicht in onder andere de samenstelling van huishoudens, de huisvestingssituatie, de woonlasten, de woonwensen, de woning en de woonomgeving.</p><p>Voor medewerkers van overheidsinstellingen en universiteiten is het belangrijk om die versie van het bestand aan te vragen die speciaal voor hen samengesteld is. Medewerkers van andere instellingen kunnen de versie voor overige partijen aanvragen. Studenten kunnen uitsluitend een aanvraag indienen via docent of stagebegeleider. Het is noodzakelijk dat de aanvraag ingediend wordt met het officiële e-mail adres van de organisatie waar de aanvrager werkzaam is.<br>Sinds release 1.5 van 2009 wordt voor de beschikbaarstelling van het bestand niet langer onderscheid gemaakt naar overheid, universiteiten en overige partijen.
