Vanuit beschikbare literatuur blijkt dat moties als een controle- en profileringsmiddel voor politici functioneren. Daarnaast blijkt dat de belangrijkste conflictlijn in het parlement tussen coalitie en oppositie loopt. Tegelijkertijd is er geen eerder empirisch onderzoek verricht naar bewindsoordelen en de effecten daarvan op moties. Dit onderzoek toetst door meer dan 3000 moties te analyseren wat de invloed is van bewindsoordelen en coalitiedeelname op de stemmingsuitslagen. Gevonden wordt dat stemmingsuitslagen in sterke mate te verklaren zijn door zowel de gegeven bewindsoordelen als coalitiedeelname van de motie-indiener. Dit is een bevestiging van de conflictlijn tussen oppositie en coalitie. Daarentegen is er een substantieel aantal moties dat afwijkt van het gegeven oordeel. Daarnaast toont dit onderzoek aan dat bewindslieden invloed hebben op hoe de Tweede Kamer stemt.
